12. California vs. Federal Lead Requirements

Lead regulation involves overlapping federal and California requirements.


Federal rules administered by agencies such as the EPA and HUD address subjects including lead-based-paint disclosure, renovation practices, and federally assisted housing.


California has additional requirements through agencies including the California Department of Public Health and Cal/OSHA. California requirements can address lead hazards, certification of lead professionals, worker exposure, and construction activities.


The important point is that compliance with one requirement does not necessarily satisfy every other applicable requirement.


The correct standard depends on what is being evaluated—paint concentration, worker exposure, residential hazards, renovation activities, waste disposal, or another issue.
